Maharashtra Govt’s Special Measures for Navi Mumbai Housing Revival

The Maharashtra government’s Ministry of Urban Development has provided a slew of relief measures under the Navi Mumbai Housing Revival Program that is expected to offer immediate respite to thousands of homebuyers and more than 400 affected projects in the region.

As part of this program, the Minister of Urban Development Eknath Shinde has announced the government will issue Occupancy Certificates (OC) to eligible projects out of the 94 stuck projects within a month of them receiving clearance from the Maharashtra Coastal Zone Management Authority (MCZMA).

Also, a group of ministers will follow up with MCZMA to clear the Coastal Zone Management Plan, which will indicate the quantum of development activity for Navi Mumbai. The government has also extended the period for construction of additional areas under Unified Development Control Promotion Regulations (UDCPR) up to 4 years.

The government has decided to defer the betterment charges in the Navi Mumbai Airport Influence Notified Area (NAINA) and recover the same from the end user and not from the farmers.

In order to curb unauthorized constructions in NAINA, the Minister has directed the Maharashtra Real Estate Regulatory Authority (MahaRERA) to register the project only after the approval from town planning body CIDCO.

A request has also been made to the revenue department to provide manpower to strengthen the department that works against the unauthorized construction in the NAINA area, which is under approval by the revenue department.

“These decisions of the government on the recommendation of CIDCO shall go a long way towards achieving our goal of a sustainable and greener Navi Mumbai region. These recommendations shall give a boost to the ailing real estate market and give it a new life. We are also hoping that the developers shall pass the benefit to the ultimate homebuyer, thereby fulfilling our commitment towards the welfare of the common man and the last citizen,” said Sanjay Mukerjee, VC & MD, CIDCO Ltd.

The Navi Mumbai real estate sector has been facing several issues that have affected homebuyers, developers and landlord farmers alike for the last 4-5 years and they have been seeking government’s intervention to help them tide over these issues.

The program also assures, additional FSI approved Modified Agreement as per UDCPR-2020 will be signed immediately with CIDCO.

The minister will write a personal letter to the Minister of Civil Aviation to restore the altitude of Average Mean Sea Level (AMSL) in Navi Mumbai area as previously published by CCZM. The height issue has impacted several real estate projects in the city. The department has also assured a decision by a group of ministers will be taken soon with regards to revision of floor space index to 1.5 times from 1.1 as per the UDPCR.
