Pune Awaits Cluster Development Policy Even after Approval

The special cluster development policy is stuck at the state level about six years after the Pune civic body cleared it. If approved the cluster development policy would promote the redevelopment of the old wadas and smaller properties in Peth areas

The slow speed of redevelopment of Wadas is a major concern in the Peth areas. The nearby areas are expanding but Peth areas are not. It is not creating an imbalance of development in and around Peth areas. So, any policy promoting redevelopment of Peth areas should be welcomed. 

According to the Pune Municipal Corporation (PMC) officials even if the special policy has not been approved the civic administration is helping the wada owners in all possible ways within the existing limits.  The follow-up for the approval of the policy is underway with the state government. The corporation is also exploring the new provisions given in the unified development control and promotion rules (UDCPR) for expediting the redevelopment of wadas. However, it is hard to get consent from owners and tenants of all these properties, an official said. Also, a number of properties are under litigation. As a result creating a big land-pool after demolishing multiple wadas in the same vicinity was a tough task-the key purpose of the cluster development policy, the civic official said.

The cluster development policy was declared in the development plan (DP) is a tool to resolve these issues. It gave incentives for redevelopment, including additional 4 FSI, relaxation in the side, front margins, special FSI for free rehabilitation of tenants, relaxations in road width for redeveloping properties and a special cluster transfer of development rights (TDR). But none of it could be utilised in the absence of the cluster development policy. According to PMC officials the civic administration has given notices to 478 weak structures ahead of the rainy season. As many as 38 dilapidated wadas have been razed in civic limits.
