Haryana Uses GatiShakti to Speed Up Infrastructure Planning

Haryana is shifting towards technology-led infrastructure planning, with the PM GatiShakti National Master Plan helping departments assess project feasibility in as little as one to two days, compared with several weeks earlier.

Chief Secretary Anurag Rastogi found that the number of infrastructure projects identified, planned or completed through PM GatiShakti has increased from 9 in April to 34 in August. The projects span industrial infrastructure, irrigation, healthcare, transport, power and town planning.

The state has also expanded the digital infrastructure supporting integrated planning. Haryana currently ranks first among states in providing officials access to the PM GatiShakti State Master Plan portal, with more than 720 officials onboarded. Another 944 officials have been trained through 244 capacity-building sessions, according to Industries and Commerce Commissioner and Secretary Amit Kumar Agrawal.

The biggest gains have been reported in project preparation. GIS-based tools using PM GatiShakti data have reduced the time required for site feasibility assessments from weeks to just one or two days.

For the proposed District Civil Hospital at Hisar and bus terminal at Matlauda in Panipat, feasibility assessment time has fallen from around 40-45 days to 1-2 days. The Architecture Department has reported a similar reduction, with site assessments dropping from 33-39 days to 1-2 days.

The Irrigation Department has also used the platform to identify inter-departmental asset infringements along the Hisar-Ghaggar drain. The exercise reduced processing time from around 45 days to 1-2 days, while ground verification showed approximately 95% data accuracy.

GIS tools reshape industrial planning
Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has developed an integrated GIS-based tool combining information on revenue, roads, railways, forests, irrigation, power, connectivity and other infrastructure.

The platform is being used to plan industrial model townships in Rewari, Jind, Faridabad, Ambala, Rai in Sonipat and Saral in Naraingarh.

The system is designed to identify potential constraints at the planning stage, improve site selection, optimise land use and reduce execution-related delays. Ground validation has shown approximately 95% data accuracy.

Nuh emerges as a test case for citizen-focused planning
The PM GatiShakti platform is also being used for public infrastructure planning in Nuh, Haryana's Aspirational District.

GIS-based analysis of primary health centres is being used to identify gaps in healthcare accessibility. The approach combines population, location and accessibility data to assess where healthcare infrastructure is most needed.

The exercise marks a shift from simply adding facilities towards determining their locations based on actual population and accessibility requirements.

61 of 82 projects mapped
The review found that 61 of 82 identified infrastructure projects have now been mapped on the PM GatiShakti platform, up from 40 during the April review.

Departments have been instructed to complete the mapping of the remaining projects.

Data integration across departments has also progressed. Of the 23 departments asked to link their data layers through APIs, 22 have either completed or initiated the integration process.

The state has appointed 51 nodal officers across 53 departments, organisations and corporations to oversee implementation and coordination.

Haryana plans unified NOC system
Rastogi has directed the Public Works Department and other concerned departments to accelerate work on a unified NOC application for infrastructure clearances. The pilot is being developed with technical support from BISAG-N.

The Chief Secretary also directed the Gurugram Metropolitan Development Authority (GMDA) to finalise the City Logistics Plan for Gurugram and prepare a similar plan for Faridabad. The plans are linked to DPIIT requirements and the LEADS 2026 logistics ranking exercise.

The administration has been asked to maintain the pace of implementation, complete pending data integration and address inter-departmental bottlenecks.

The broader objective is to use a common digital infrastructure database to improve coordination, shorten project preparation timelines and make public infrastructure planning more data-driven.

During the review, the Chief Secretary also launched a Compendium of Use Cases of PM GatiShakti in Haryana, featuring case studies from six departments and Nuh. The compendium was developed by a Deloitte-led team headed by Vishal Gupta.

Senior officials present at the meeting included Additional Chief Secretary, Public Works (B&R), AK Singh; Additional Chief Secretary, Town and Country Planning, Anurag Agarwal; Haryana Power Generation Corporation Managing Director Pankaj; and Director, Information, Public Relations, Languages and Culture, Aditya Dahiya, among others.
