CIDCO Launches FCFS Scheme With 4,508 Ready Navi Mumbai Homes, PMAY Benefits

CIDCO has launched its first FCFS housing scheme with 4,508 ready homes across Navi Mumbai, giving buyers immediate possession, digital selection and PMAY benefits.

CIDCO has opened a new chapter in Navi Mumbai’s housing story. For the first time since its formation, the planning authority has launched a housing scheme where allotment will happen on a simple rule: whoever books first, gets first. The first-come, first-served model marks a clear shift from the traditional lottery system, and it has immediately caught the attention of home seekers across the region.

The scheme offers 4,508 ready-to-move homes spread across Taloja, Dronagiri, Ghansoli, Kharghar and Kalamboli. These are not under-construction promises but finished apartments with essential amenities already in place. With Navi Mumbai’s infrastructure expanding rapidly, and the new international airport taking shape, the move comes at a time when buyer interest in the region is rising.

Of the total homes, 1,115 are meant for the Economically Weaker Section under the Pradhan Mantri Awas Yojana. Beneficiaries in this category can also access a subsidy of 2.5 lakh under the central scheme, which brings down the overall cost. The remaining 3,393 homes fall under the Low-Income Group category, opening a large window for families looking for affordable housing in planned neighbourhoods.

CIDCO vice-chairman and managing director Vijay Singhal described the launch as a “golden opportunity” for first-time buyers. His argument is simple: the absence of a lottery gives applicants control. Instead of waiting for a draw to decide their fate, they can browse available units and pick the one they want. The moment their documents are cleared and the full payment is done, possession is handed over. It removes months of uncertainty, which has often been a sticking point for applicants in earlier schemes.

The homes are located in nodes that have grown steadily over the last decade. Places like Kharghar and Ghansoli are already well-known for their connectivity and social infrastructure. Taloja and Dronagiri are also gaining traction thanks to ongoing and upcoming metro links, improved highways and the wider development push around the airport. Proximity to the upcoming Navi Mumbai International Airport is one of CIDCO’s key selling points, especially for families and working professionals who want to invest in future-ready locations.

Online registrations open on 22 November at 4 pm. The process is straightforward and entirely digital. Applicants can visit CIDCO’s official portal to check details like carpet area, rates and specific location of each unit. Those who register on or before 21 December will get access to the selection window that opens on 28 December at 11 am.

This is where the FCFS rule comes into full play. Once the system goes live, units will get booked in the order in which applications are submitted. CIDCO has advised applicants to register early if they want to secure specific units or preferred building locations.

Since all homes in the scheme are ready, buyers don’t have to wait for construction timelines or project completion certificates. This cuts out the anxieties associated with delays, especially in the affordable housing segment. Immediate possession after payment also makes the scheme suitable for families who are currently living on rent and want a permanent address sooner rather than later.

In a city where demand for affordable housing continues to rise, the scheme signals both confidence and urgency. Navi Mumbai’s public infrastructure is going through a major transformation, and ready homes linked to emerging growth corridors tend to draw strong responses. With this launch, CIDCO has attempted to simplify the buying experience, widen access and speed up the handover of completed housing stock.

The coming weeks will reveal how quickly these 4,508 homes get snapped up, but early signs suggest heavy interest. For many first-time buyers, the ability to choose a home rather than hope for a draw may be the biggest attraction.
