A recent order by the Karnataka Real Estate Regulatory Authority (K-RERA) has directed the Bangalore Development Authority (BDA) to pay Rs 12,43,792 to a senior citizen for the delay in handing over a site. The BDA was also instructed to register the Arkavathy Layout under K-RERA, a failed step despite a directive issued in November 2023.
K-RERA Chairman Rakesh Singh and Member G Ravindranadha Reddy passed the compensation order. The case was filed by Suthanthiraraj, a retired CA from Vidyaranyapura, who had purchased a block in Amani Byrathikane, Bengaluru East, in 2006. Despite paying Rs 7,5,100, the site's sale deed was only registered in 2017. Suthanthiraraj faced numerous obstacles when visiting his property, as land losers prevented access due to unpaid compensation. However, the issue was resolved in March 2024, and the site is now accessible.
Additionally, he highlighted the lack of basic amenities in the Arkavathy Layout, which remains neglected. Residents face problems such as no water or power supply and poorly maintained roads.
An interim order issued by K-RERA in November 2023 instructed the BDA to register the layout under RERA within two weeks, but the authority failed to comply. The commissioner of BDA also was unable to attend hearings on multiple occasions. The Arkavathy Layout, developed in 2003-04, consists of 8,813 sites across land acquired from 16 villages in Bengaluru East and Yelahanka.
