Maharashtra Unique Land Parcel Identification Numbers to Rollout Soon

Settlement Commissioner N K Sudhanshu said that a GR (government resolution) had been issued on the (ULPIN). "We have successfully completed the trial and the pilot project. We shall now ensure that numbers are generated for both, old and new land parcels. It should take about a month's time and we estimate that we can start giving out the ULPIN to all land parcels by the end of August," he said.

Commonly called the Aadhaar for land, ULPIN would be a unique 11-digit number to be attributed to all land parcels in urban and rural areas in the state. The earlier MVA government had given an "in principle" approval to it. The present regime issued the GR for it. 

The GR stated that these numbers would be displayed on the right side of the document. There would be QR codes also comprising details of land parcels. The state initially wants to issue the unique number and then add the details like the longitudinal and the latitudinal data.

The state had conducted a ULPIN test by attributing random digits to the existing land records to check if they were generated once a new mutation was done. Of the 3 crore land records, numbers were allotted to 2.62 crore 7/12 extracts and 60 lakh city survey property cards in the testing phase. Now, they will be finalized. 

The main aim of the ULPIN project is to identify every surveyed land parcel and prevent fraud. Officials from the Digital India Land Records Modernisation Programme of the revenue department said the department had generated the requisite numbers for both urban and rural land parcels. Around 4,000 crore numbers have been reserved for rural areas and another 5,000 crore for urban areas for transactions in future.

"The digits will be unique to an existing property. If the property changes either through subdivision or amalgamation, the ULPIN will change. The trail of the changes would be maintained," said an official.
