RERA Asks Chhattisgarh Housing Board to Develop Amenities as Committed
In a significant decision to protect the interests of customers, Chhattisgarh Real Estate Regulatory Authority (RERA) has directed the state-owned housing board to develop infrastructure and other facilities at its premium Green Ville City, housing board colony at Boriyakalan by honouring the commitments made in its sale brochure and as per the approved layout plan. Partially allowing a petition filed by Green Ville resident welfare society, RERA chairman Vivek Dhand and members Nagrendra Kumar Agrawal and Sanjeev Kumar Tamta passed the order directing the housing board to construct within one year a club house, air conditioned community centre, pool side eatery, rain water harvesting and restaurant. Besides, the board has been directed to firefighting systems at Pine and Camelia category buildings and to repair the damaged roads and boundary walls within two months. RERA in its order has also asked the housing board commissioner to take within two months a decision regarding the health centre and swimming pool and to inform the authority accordingly. Besides, the housing board has also been directed to ensure proper maintenance of the colony by collecting maintenance charges from the residents till the colony is handed over to the residents. The order noted that the respondent housing board has not developed all facilities as mentioned in the project brochure and approved layout and it is the responsibility of the housing board to provide such facilities. It pointed out that the residents of the colony had approached the authorities concerned on several occasions after being deprived of the facilities. The resident’s welfare association, in its complaint, contended that the Chhattisgarh state Housing Board (CGHB) in its project brochure and other publicity materials highlighted that RCC roads, secured boundary wall around the colony, community hall, swimming pool besides ensuring facilities like central park and clubhouse. They also alleged that the CGHB overlooked the approved layout of the Boriyakalan project without informing the allotees who had taken possession in the colony Subsequently, the association moved the RERA for redressal of their grievances after several memorandums and representations addressed to ministers, housing board chairman and commissioners did not yield any positive response.
