RWA body opposes Noida municipality plan

RWA body opposes Noida municipality plan

Following the public notice by Noida Authority on Friday inviting suggestions from residents for the proposed urban facilities committee to be set up to set up urban municipal services across Noida, Greater Noida and Yamuna Expressway, the NCR RWA wrote to Prabhat Kumar, divisional commissioner, Meerut, rejecting the proposal. It said such a panel would result in conflict between the functioning of the Authority and the proposed municipal body.

Since Noida and other areas of the district are governed under Industrial Act 1976, NCR RWA has proposed the setting up of a corpus fund from a one-time lease rent collected so far from residents, industrial bodies and upcoming builder projects, and fund the civic needs of the district from the interest of that fund.

“We oppose the move to set up a separate municipal body. When the district was founded, the Industrial Development Act 1976 provided for municipal services to be extended to Noida and Greater Noida at the time of land acquirement and subsequent allotment. Also, with the creation of a separate municipal wing, we fear that new taxes will be imposed on the residents of the twin cities in the name of municipal services for which they’ve already paid in the one-time lease rent as a homebuyer to the Authority,” said P S Jain, president, Confederation of NCR Residents Welfare Associations (CONRWA).

Jain suggested that a separate wing under the Authority be made which would solely cater to civic functions of the city. The select staff from water, sewer, electrical, maintenance, sanitation, encroachment etc. should be transferred from the Authority to this body with an executive officer as their head.

He added that a separate budget from the Authority’s budget be demarcated solely for this body and an advisory committee should be formed which would have representatives of residents of the city along with designated officials of this civic body.

A similar suggestion has been provided by Federation of Industrialist, Traders and Jewellers Associations (FITJA), G B Nagar. “We request the Authority not to handover this crucial civic maintenance part to untrained bodies in the name of municipal corporation which will not serve the purpose. Along with online complaints/suggestions, a committee of residents should be formed to give a final report on complaints and redress,” said Sushil Kumar Jain, chairman FITJA.

Meanwhile, FONRWA held a meeting on Friday evening to discuss the issue at length and will come up with their decision by Saturday.
