Housing Dream: Malaysia to Build One Million Affordable Homes

Prime Minister Datuk Seri Anwar Ibrahim unveiled plans to develop one million affordable housing units between 2026 and 2035 under the 13th Malaysia Plan (13MP). The initiative involves federal and state governments along with private developers, aiming to offer safer, more comfortable homes for low- and middle-income Malaysians.

Key housing programs—Residensi Madani, Public Servants Housing Scheme, and Rumah Bakat Madani—will be scaled up. Despite progress, with 180,000 homes completed and 235,000 in development, challenges remain around affordability and supply-demand imbalances. To bridge the gap, the government will expand Rent-to-Own schemes and credit guarantees.

Embracing construction innovation, including Industrialised Building Systems and Building Integrated Management, will speed up delivery and cut costs. Kota Madani in Putrajaya is being positioned as a model project, reflecting the “umran hadhari” concept—urban prosperity grounded in values, ethics, and sustainability.

The 13MP, themed “Melakar Semula Pembangunan” (Redesigning Development), spans 2026 to 2030 and aligns with the Malaysia Madani vision. It emphasizes inclusive growth, environmental sustainability, and socio-economic reform to enhance citizens' quality of life and uphold ethical urban development.
