Tel Aviv-Yafo's urban planning has entered a crucial stage with the much-anticipated TA/5500 outline plan, designed to guide the city's growth until 2035. An update to the existing TA/5000 plan, which was approved in 2016, the new plan introduces a significant expansion in building rights, with the potential for 11.3 million square metres of residential space, 6.1 million square metres of office space, and more. It also opens the door for construction heights of up to 80 floors in select areas.
The city has been waiting for this moment since work on the updated plan began in 2021. After receiving a recommendation from the Tel Aviv Local Planning and Building Committee in 2022, the plan is now under final review. The building rights granted by the plan are based on floor-to-ground ratios, with special attention given to public space. The greatest development is expected along major public transportation routes, especially around metro lines.
In certain zones, the plan allows for extraordinary construction. For instance, up to 80 floors are permitted near the Glilot junction and up to 50 floors in Park Atidim. The revised plan offers greater building rights than the previous TAMA 70, particularly for areas along the Greater Tel Aviv metro lines.
Tel Aviv-Yafo is expected to benefit significantly, with the municipality poised to collect billions in levies from developers. However, neighbouring cities such as Bnei Brak and Petah Tikva may face challenges as the additional office space may deter businesses from relocating.
While the plan progresses, it may take several months to fully approve, followed by a lengthy process of implementing specific building permits. As a result, major construction projects based on the TA/5500 plan are not expected to begin for a few years.
