Mayor Kavitha Sanil has warned flat buyers in the city to be careful about non-compliance on part of the builders with regard to completion certificates.
The mayor told reporters that the Mangaluru City Corporation (MCC) has received several complaints from those cheated by the builders. “It is mandatory that all the builders need to apply for completion certificate within a month after the construction work is over. However, most of the builders, especially developers of high rise apartments, let buyers to occupy their flats even before obtaining completion certificates. As a result, the occupants are made to suffer without door numbers, water supply, electricity connection, underground drainage, sewage treatment plan and other facilities,” Kavitha said.
She suggested that all the buyers should compulsorily check whether the flats they buy have obtained completion certificate from the city corporation or not. Meanwhile, the builders and developers should allow buyers to occupy the premises only after obtaining completion certificate, she added.
“It has become a common practice in the city that most of the buyers occupy the flats even without checking completion certificate. Later, they face difficulties when the city corporation denies water connection and other facilities to them. Recently, a resident from Bengaluru, who bought a flat in the city, has called me seeking solution when she failed to sell the premises just because it has no completion certificate. It is difficult to sell the flat if the builder has not obtained the completion certificate. In many cases, MCC denies completion certificate when the builder violates rules related to set back and license conditions,” the mayor pointed out.
She said the implementation of Real Estate (Regulation and Development) Act (RERA) will set right all such anomalies in future.
