Odisha Govt To Introduce New Rehabilitation & Resettlement Policy 2025

State govt is set to introduce a comprehensive Rehabilitation and Resettlement Policy, 2025, featuring a pioneering “land-for-land” compensation approach for those displaced by industrial and infrastructure projects.

Revenue and disaster management minister Suresh Pujari announced that the new policy aims to protect farmers’ interests by offering land parcels instead of cash compensation. “Many farmers struggle to effectively utilise monetary compensation as their expertise lies in agriculture. This policy ensures they can continue their traditional occupation,” he said.

‘Land for land’ will be an option besides the existing cash for land compensation. The new policy will replace the 2006 policy. The policy framework establishes two distinct categories for land acquisition. Private industrial projects will face stringent scrutiny to prevent excess land accumulation beyond project requirements. “We want to ensure optimal land utilisation and prevent speculative hoarding by industries,” the minister said.

However, the policy adopts a more flexible approach for govt projects, as these involve inter-departmental land transfers within the govt machinery.

The new policy, expected to bene4fit thousands of farmers across the state, marks a significant shift from the current cash-based compensation system. It will be implemented after necessary legislative approval, officials said.
