CIDCO to Adopt Maharashtra Unified DCR for NAINA Project
The Maharashtra government’s town planning authority, the City and Industrial Development Corporation (CIDCO), has decided to adopt certain provisions of the recently introduced Unified Development Control Promotion Regulations (UDCPR) for rapid and efficient development of the Navi Mumbai Airport Influence Notified Area (NAINA). To prevent haphazard development around the Navi Mumbai International Airport, CIDCO has proposed the development of NAINA on 371 sq km of land from the Thane and Raigad districts. This development aims to develop a sustainable city with residential, commercial, educational, and all other basic civic facilities. The implementation of NAINA is carried out by implementing 11 town planning schemes and the entire project is based on the principle of land consolidation. As the Special Planning Authority for the NAINA notified area, CIDCO is responsible for the implementation of the regulations in the area. “NAINA will be developed as a city of international standards with opportunity for businesses to flourish. CIDCO is functioning as the Special Planning Authority for the NAINA area. The Board of CIDCO has now resolved to incorporate certain provisions of the UDCPR of the government of Maharashtra in NAINA region, which shall facilitate ease of doing business,” said Sanjay Mukherjee, vice-chairman and managing director, CIDCO. In a bid to strengthen and bring uniformity in the real estate construction guidelines across the state, the government of Maharashtra approved the UDCPR in December 2020. This uniform set of regulations will specify everything from the height of buildings to the width of roads and the size of amenity spaces. The new set of rules will be applicable on all municipal corporations, councils and nagar panchayats across the entire state except Mumbai and some neighbouring areas like hill stations, eco-sensitive zones and specified corporation areas. NAINA, as a proposed urban conglomeration near Mumbai, is expected to house several small cities and will benefit from proximity to Mumbai, Thane, Navi Mumbai and Pune. CIDCO was appointed as the special planning authority for the project in 2013 and is responsible for development plan, development control regulations, permissions, and providing physical and social infrastructure. The planned integrated development will have the influence of Navi Mumbai International Airport, Jawaharlal Nehru Port Trust (JNPT) and proposed transport corridors including Multi Modal Corridor, Mumbai Trans-Harbour Link (MTHL), Dedicated Freight Corridor (DFC) etc. As part of this conglomeration, CIDCO is developing dedicated sectors like medical city, sports city, education city, Research and Development zone, Ecotourism, Entertainment region, etc.
