Bihar to Develop Three Road Projects Worth Rs 17,000 Crore

In a bid to spur economic growth and boost tourism, Bihar is set to develop three road projects along the Ganga under the Hybrid Annuity Model (HAM), with a total investment of around Rs. 17,000 crore, said the state’s Road Minister Nitin Nabin.

The three stretches — Digha-Sherpur-Bihta-Koilwar (35.65 km), Munger (Safiabad)–Bariyarpur-Ghorghat-Sultanganj (42 km), and Sultanganj–Bhagalpur-Sabour (41.33 km) — have been awarded under HAM, where the government will fund about 40 per cent and private players will cover the remaining 60 per cent, and then receive fixed annuity payments over a concession period.

Of the three, the Sultanganj–Bhagalpur Gangapath is estimated to cost Rs. 4,849.83 crore, while the Munger–Sultanganj Gangapath is pegged at Rs. 5,119.80 crore. The Digha–Sherpur–Bihta–Koilwar project will cost around Rs. 6,495.79 crore.

“These roads will not just improve connectivity but also draw tourists, as they run parallel to the Ganga,” the minister said. He added that the tendering has been completed and letters of acceptance issued. The Chief Minister Nitish Kumar is slated to inaugurate (break) one of these projects on October 4.

With the Bihar Assembly elections imminent, the government is pushing to inaugurate signature infrastructure projects. The Chief Election Commissioner Gyanesh Kumar and his team visited Patna on October 4–5 to review poll readiness. The Assembly’s term ends on November 22, and the election schedule is expected to be announced shortly after.

Further elaborating, Nabin stated that this is the first time the state is using HAM for road projects. Once completed, the nearly 84 km Munger–Bhagalpur–Sabour corridor will become a vital lifeline, linking key cities such as Munger, Sultanganj, and Bhagalpur. He emphasised that under the leadership of Nitish Kumar and with Prime Minister Narendra Modi’s support,

Bihar has made great strides in building quality roads, and these new Ganga-parallel routes are another testament to the NDA government’s infrastructure push.

These corridors are expected to dramatically cut travel time between major cities. The upcoming Gangapath routes will also serve as ring roads for Bhagalpur and Munger, helping to ease mounting traffic congestion.
