In a major move to accelerate urban development across India, the Housing and Urban Development Corporation (HUDCO) has entered into a Memorandum of Understanding (MoU) with NBCC (India) Limited. The partnership aims to leverage the expertise of both public sector entities to execute large-scale construction projects across multiple cities, enhancing infrastructure, housing, and commercial facilities.
The MoU, formalized on September 19, 2025, identifies four key projects spanning Ghaziabad, Panchkula, Ahmedabad, and New Delhi. Each project will be implemented on a turnkey basis, with NBCC serving as the project management consultant and HUDCO providing financial and strategic oversight.
In Ghaziabad, Uttar Pradesh, the collaboration will focus on developing a commercial plot in the Kaushambi area. This project is expected to enhance business infrastructure and provide modern commercial facilities, supporting local economic growth and improving the business environment for residents and enterprises.
In Panchkula, Haryana, HUDCO and NBCC will develop an institutional plot designed to strengthen educational and administrative infrastructure. This project aims to provide state-of-the-art facilities for institutions, ensuring improved service delivery and accessibility for the local population.
The partnership also targets Ahmedabad, Gujarat, where HUDCO’s regional office will be expanded through the construction of additional office blocks. This expansion is intended to strengthen HUDCO’s operational presence in the region, enabling more efficient management of urban development initiatives and better support for ongoing projects in Gujarat.
Finally, in New Delhi, the collaboration will focus on the reconstruction of residential flats in the Asian Games Village Complex. The redevelopment will modernize housing facilities, ensuring safer, more comfortable living spaces, while aligning with government initiatives to provide affordable and quality housing in urban centers.
Sanjay Kulshrestha, Chairman and Managing Director of HUDCO, emphasized the strategic importance of this collaboration: “This partnership with NBCC reinforces our commitment to sustainable urban development. By combining HUDCO’s financial and planning capabilities with NBCC’s construction expertise, we aim to create high-quality infrastructure that benefits citizens and supports regional growth.”
