LMC has simplified the process of issuing the Mutation Certificate. The final certificate would now be issued to the applicant as soon as he deposits the mutation fee. Mutation is required when the ownership of a property changes. After one applies for mutation and deposits the fee, one has to pay Rs 25 and make several rounds of zonal office to get the Yellow Card.
To clear pending files, municipal commissioner Uday Raj Singh issued instructions on Saturday to release the Yellow Card as soon as an applicant deposits mutation fee and his case is verified by the officials. For mutation, an applicant has to submit the form, names of the heirs of the deceased and the fee. If the property is passed on to a blood relative, LMC takes Rs 5,000 as fixed mutation fee but if the property is purchased by a person other than the blood relative, LMC charges 1% of the total cost of the property (as per DM circle rate).
Mutation fee is imposed whenever the ownership changes and the name of the new owner has to be included in LMC records for payment of taxes. Earlier too, LMC had given relief to the people by assigning 40 days as the deadline to clear mutation file.
