In a bid to boost the ailing real estate sector, the Uddhav Thackeray-led state government is all set to implement uniform land and building development rules across Maharashtra. The unified development control rules policy will apply to all municipal corporations, councils and nagar panchayats in the state, excluding Mumbai and a few surrounding areas.The new development rules will bring uniformity in the width of roads, size of rooms, etc. Under the rules, the height of buildings will vary depending on the plot size and its FSI potential, he added.Currently, while construction activities are allowed in a designated zone of one city, it may not be permitted in a similar zone of another city. The standardised rules will leave little scope for misinterpretation by local town planning officials, he said.The development control rules (DCR) will enable norms defining floor space index, height of building, marginal spaces, parking spaces and fire safety, TDR, etc. It will also provide incentives for the development of the green belt, tourism zones. The rules will be facilitated for creating roads, open spaces, public amenities like gardens, recreational zones, he added.Thane, Navi Mumbai, Pune, Aurangabad, Nashik, Nagpur, Solapur and Kolhapur will come under the ambit of the new rules. However, BMC, MIDC, Mumbai Port Trust, JNPT, eco-sensitive zones and the Navi Mumbai Airport Notified Area (NAINA) will not come under the new rules, according to government sources.Besides promoting simplified and uniform building development norms across all municipalities and metropolitan areas, the move, being planned under the government’s Ease of Doing Business (EODB) reforms, will also see an increase in the permissible buildable area indices in a majority of regions, said government sources.Leading real estate bodies, including Maharashtra Chamber of Housing Industry and National Real Estate Development Council, have been pushing this reform for a while. The Centre’s NITI Aayog, too, has backed the initiative.
